Gujarat Budget 2025-26 focuses on job creation, tax relief, infrastructure growth, and welfare schemes, boosting economic and social development across sectors.

In a significant move aimed at fostering economic growth and infrastructure development, Gujarat Finance Minister Kanubhai Desai presented the 2025-26 state budget with a total outlay of ₹3.70 lakh crore. This marks an 11.36% increase—an addition of ₹37,785 crore over the previous year’s budget estimate. The budget reflects a surplus of ₹1,007 crore and outlines plans to create 500,000 new jobs while offering substantial tax reliefs without introducing any new taxes.

Strategic Financial Roadmap and Tax Relief Initiatives

Presenting the budget in the assembly alongside Chief Minister Bhupendra Patel, Finance Minister Desai emphasized the state’s commitment to infrastructure development and fiscal responsibility. The government announced a tax relief of ₹148 crore, achieved by reducing stamp duty on mortgage deeds and lowering the motor vehicle tax on electric vehicles (EVs).

A major focus of the budget is the establishment of the ₹50,000 crore Viksit Gujarat Fund, to be built over the next five years with an initial allocation of ₹5,000 crore in this financial year. This fund is designed to support the state’s long-term development strategy, aligning with the national goal of achieving “Viksit Bharat 2047”, a vision championed by Prime Minister Narendra Modi.

The government also reaffirmed its focus on the GYAN initiative—Gareeb (poor), Yuva (youth), Annadata (farmers), and Nari Shakti (women empowerment)—with policies aimed at supporting these key demographics as part of Gujarat’s broader development mission.

Major Infrastructure Push: Expressways and High-Speed Corridors

The budget promises a significant boost in infrastructure, with two major greenfield expressway projects announced. The Namo Shakti Expressway will connect Deesa in North Gujarat to Pipavav in Saurashtra, enhancing regional connectivity. Additionally, the Somnath-Dwarka Expressway is set to link major cities, including Ahmedabad, Rajkot, Dwarka, Somnath, and Porbandar.

Further supporting this infrastructure drive is the Garvi Gujarat High-Speed Corridor project, which will see the development of 12 high-speed corridors covering 1,367 kilometers. A dedicated budget of ₹1,020 crore has been set aside to bring this initiative to life, aiming to improve transportation efficiency and boost regional trade.

Sector-Wise Allocations: Education, Health, and Agriculture

The budget demonstrates a strong commitment to social development with significant sector-wise allocations. The education sector has received a substantial provision of ₹60,000 crore, while ₹23,365 crore has been allocated for health and family welfare initiatives.

In support of agricultural modernization and farmer welfare, the state has set aside ₹1,612 crore. Additionally, the fisheries sector will benefit from a financial package of ₹1,622 crore, aimed at boosting productivity and improving livelihoods within the fishing communities.

Commitment to Welfare and Environmental Conservation

Chief Minister Bhupendra Patel praised the budget as a reflection of the government’s dedication to the vision of a Viksit Gujarat and the mission of Jan Kalyan (public welfare). He also highlighted the launch of the ‘Catch the Rain’ campaign in urban areas, encouraging public participation in water conservation efforts to enhance groundwater levels, in response to Prime Minister Modi’s call for sustainable water management.
