In a significant move to modernize and bring transparency to property registration processes, the state government has introduced the Property Registration Integration Mutation Made Easy (PRIMME) system. This replaces the earlier Computer Aided Administration of Registration Department (CARD) 1.0 version, dating back to 1999, with advanced technology to accommodate the increasing number of registrations and ensure security.
Although officially launched on September 1, PRIMME will become operational in state registration offices by September 15. Special Chief Secretary of Revenue and CCLA, G Sai Prasad, along with Commissioner and IG of Registrations and Stamps, V Ramakrishna, announced the new system’s features at a press conference held at the Secretariat.
PRIMME has been designed to address irregularities in the old registration system and promote transparency. Notably, it incorporates best practices to streamline property registration.
One of its key features is the ability for citizens to directly input details of properties they intend to sell or purchase using a model document provided within the system, eliminating the need for intermediaries. If buyers or sellers wish to include additional clauses, they can easily do so in the model document’s designated sections.
PRIMME also ensures easy access to link documents associated with specific properties. The system calculates the stamp duty payable to the government, allowing buyers to make payments via e-challan. Unlike the previous process, where multiple challans were necessary, PRIMME streamlines this with a single challan for property registration.
With the introduction of PRIMME, the risk of duplicate registrations is eliminated, thanks to its comprehensive property database. Property owners looking to sell part of their land or property will need to complete a subdivision process before mutation, contributing to the prevention of irregularities.
Additionally, PRIMME simplifies obtaining an encumbrance certificate (EC) and accessing copies of revenue records. Revenue Special Chief Secretary Saikumar emphasized that electronic signatures are now considered valid as per a Government of India notification issued on October 4, 2022.
To ensure user comfort, the government will provide documents on stamp paper to sellers. Moreover, document writers skilled in preparing documents can also upload papers for the online registration process, facilitating a smoother transition to the new PRIMME system.
