In a significant move, Assam Government passed an order for digital stamping where the duty would now be paid through e-stamping, which makes the “physical non-judicial stamps” outdated, as of July 1.

Beginning July 1, 2023, the sale of physical non-judicial stamps from treasuries has been discontinued throughout the state of Assam.

But, individuals and vendors who have purchased physical stamps before June 30, 2023, for legitimate transactions will be allowed to utilize them until September 30, 2023.

After October 1, 2023, non-judicial physical stamps will be completely discontinued, except in some special unforeseen cases. In such rare cases, the use of physical stamps might be allowed by the District Registrar, with prior approval from the Superintendent of Stamps.

This order aims to streamline the stamping process and provide a more efficient and transparent payment system.

These rules shall apply just to the method of payment of stamp duty by means of a stamp printed or digitally generated, by electronic means to represent the payment of stamp duty, said the government in its order.
