Abhay Yojana: A Revenue Boost for Pune

The Registration and Stamp Department’s Abhay Yojana has proven to be a financial success, contributing 11 crores and 11 lakhs to the government treasury within a month. This initiative addresses cases of non-payment or underpayment of stamp duty, receiving positive responses from citizens.

Two-Phase Scheme Implementation

Abhay Yojana unfolds in two phases, covering distinct periods—January 1, 1980, to December 31, 2000, and January 1, 2001, to 2020. The scheme, offering concessions, is being executed from January 31, 2024, to March 31, 2024.

Citizen Response and Implementation Status

Within a month, 6,661 cases have been filed across 43 stamp collector offices in the state, demonstrating citizens’ active participation. The Registration Department reported ongoing actions on the remaining 3,675 cases.

District-wise Breakdown

Examining the status in Pune Division District, various areas have showcased notable recoveries. For instance, Pune City has seen 239 outgoing cases resulting in a recovery of 1 crore 63 lakh, while Kolhapur recorded 128 cases with a recovery of 79 lakh 15 thousand.

Procedure for Availing the Scheme

Citizens wishing to benefit from the Stamp Duty Abhay Yojana must execute property transfer deeds on stamp paper of any amount. The Inspector General of Registration has issued instructions for timely demand notices, emphasizing a 15-day window for action.

Applicants cannot apply for the scheme if the deed is already under scrutiny. The scheme encourages an immediate discount application if a demand notice has been issued, eliminating the need for a fresh stamp duty determination.

The Abhay Yojana not only provides financial relief but also streamlines the process, ensuring citizens receive prompt assistance and fair treatment during property transactions.
